9 year old boy - need advise

My son is a very sweet loving boy, but he has some issues.  
One is he cannot keep his hands to himself, he is not necessarily hurting anyone, but he hugs the teachers and touches other kids to get there attention and we are trying to teach him about self control and to stay out of others' bubble.  When company comes over he wants to sit on their lap.  It seems to hurt his feelings that nobody likes that or pushes him away, but at the same time he's getting to old to do that.  No matter how many times we try to explain it he still can't get it through his head.  This has been a problem at home and at school.
Also, he is addicted to video games and watching tv....he wants to rush through his homework, chores, making his lunch, taking a shower...just so he has time to play the Wii or watch movies.  This is probably my fault because at first I thought it was okay.  Now he seems to not be able to be reasonable or use common sense even when it comes to wiping off the table...I have to give specific directions.  I feel like all I do is yell and argue with him and this is resulting to a low self esteem for him and me carrying a huge elephant of guilt in my chest.  Any suggestions??

He cannot be addicted unless you allow him to be, at 9 he doesnt get a choice of the TV or PC so take control there , perhaps he is asking for some extra attention does his Dad get involved with sports and outside games, board Games are fun and family can play with him .talk to him regarding sitting on other people you can supervise his behavior when you are there ,hurting his feelings doesnt matter if he is making others uncomfortable.Dont yell and argue that makes things worse and he is getting negative attention ,firmly and quietly is the way to go..Good luck
