9 yr. old boy making fun of old classmate

My son recently in trouble at school for making fun of a former classmate who was not invited back to this private school this year.  Last year this boy was a bit of a trouble maker and didn't include my son in his circle.  Now, my son is making fun of him.  Still shows ill feelings toward this kid- can't really blame my son, but I don't want him to let it get the best of him.  My policy is not to make fun of others.  Is this normal?  My son is an only child.
