ADHD

hi i am writing about my little brother owen, he is only 5 years old yet very intelligent. Although me and my mum are very concerned for him, she has bin told by the social services that he is normal but believe me he is anything but that. He is always butting in conversations and cannot complete any activities started, he cannot sit still and is always got to be on the move! my mother fears taking him anywhere as when she does he plays up, swearing at her, kicking screaming crying. He is honestly no word of a lie evil and he is getting worse and worse he is running my mother into the ground, she doesn't no what to do for the best if you take him to a childs play area or anywhere like that he is bored within 10 minutes there is no pleasing him, nothing keeps him occupied. She has tried star charts and all the rest of it and it doesn't work he just isn't bothered. She has had help from the local sure start and they were useless. We strongly believe he has ADHD or some other form of behavioural problem, what should she do next? please help
