Anger issues due to drug use during pregnancy

How to deal with a 4 year old little girl that has a super short fuse and hits other kids at school and also her older siblings.   The school hes advised they are requesting a councillor for her, but that may take 3+ months before we even get the initial visit.  She was born with cocaine in her system, my son has custody of her and of course the mother has lost custody of her.  Any suggestions, we are from Northern Ontario , in a very very rural area and have very litle services available to us.

How do the older siblings behave towards her you say she hits them, are they kind to her, she wouldnt have learned any behavior from them? Short fuse..what would that be to , any teasing or negative treatment going on.It seems to be a good idea to check on the dynamics here, she could be upset by something .Good Luck
