Biting

My 2 yr, old grandaughter bites her 3 yr. old brother. He is very gentle and does not retaliate but cries. She will kiss and hug him afterwords and apologize but it will happen again. She laughs or smiles, seemingly having no remorse.
He is the only one that she is this aggressive with....not at school nor the playground. Suggestions?

She should be placed in timeoit  immediately  any time she acts in an aggressive fashion.  She should sit in a chair, quietly, for five minutes, with a digital timer (e.g., cooking timer) used to track the time.
