Biting

My soon to be 3 yr.s old grandson has recently started biting.  He bites his brother who is 1 yr.older than him, he bites the kids at his daycare and tries to bite adults.  His mom has tried everything from time outs, biting back, talking, you name it, but it still continue's.  I'm hoping that he will soon outgrow it, but in the meantime does anyone have any suggestions????

He's doing it when he's told no, by his sibling or his friends in daycare. I watched him do this to his brother the other day and they were fighting over a toy and he leaned over and almost bit his leg until I stopped him. The older brother does not bite.

Typically biters bite because they don't have any other effective way to defend themselves,  and biting WORKS at least for a moment.  ;D

Is that what he seems to be doing?  Is he biting out of frustration because he feels attacked and can't make it stop?   Or does he appear to be biting very aggressively for no reason?
