Blinking eyes

For about 6 weeks my 11 year old son has been blinking and turning his head and eyes to both sides, mostly when talking to someone.  It has gradually gotten worse and he cannot explain to me why he is doing this. He doesn't seem to think it is affecting his eyesight.  He doesn't do it every time he blinks but does do it on and off all day.  Do I take him to a paediatrician, an optometrist or eye specialist?  Could it be the start of tics?  I would very much appreciate any insight you could give to me as I am worried it could be the start of something sinister.

My son did this blinking thing with his eyes after starting a new medication. We discontinued his meds and it stopped after approximately two weeks. Good luck.
