COULD IT BE IMPULSE CONTROL DISORDER?

I have 5 1/2 year old twins and my daughter's behavior in Kindergarden is astonishing! I am receiving a call almost everyday from the teacher saying she is very impulsive with hitting her other peers instead of using her words with them. she is staring to steal her classmates belongings such as money, books and I find these things in her backpack when she arrives home and when I ask her she breaks down crying saying she doesnt know why she behaves badly and that God made her that way..Any help??
