Chewing

My daughter is going to be 2 years old in Sept., she's my only child. And she's always had this fixation with chewing cardboard. I try not to leave her with books but she has a way of getting to cardboard. I've given her teething toys and such but nothing has seemed to work. I'm worried. What should I do? Is this normal behavior?
