Child Sexuality?

I have a question regarding child sexuality.  The story is somewhat complicated but here it goes:

My son has a step sister who has been convinced that they were dating since the day they met. When my son was around 13 (she would have been around 10 1/2-11) she approached him and he ended up touching her breasts.  Now, over 5 years later, this girls mother is saying that he molested her and that he should go to prison and that everyone should have to pay for her daughter's therapy.  I should also mention that she told her mother this information only after her mother discovered her in an inapproriate sexual relationship online.  I have tried to insist that this behavior was normal and that many children engage in this type of play but to no avail.  Am I wrong? Was this behavior normal?

At 13 and 10 or 11, in my opinion, they're both responsible for what happened. Had she been much younger than him I would say it was inappropriate, but not at that age. Normal, normal, normal. On the other hand, if my 15 year old daughter were in an online sexual relationship, I might try to pin it on whatever available reason I could, anything other than that my daughter's decisions. One thing that I've discovered about mixed families, is that things can go ugly pretty quickly. You might just have to tell her to go ahead and make something of it, and that you're done talking. Be careful though, kids often say what the parents want to hear. My opinion.
