The social worker's comments above are very useful. In addition, when he vilolates the rules it would be helpful to institute an immediate time out. An effective behavior management plan combines limit setting, discipline and reward.
Well as a licensed school social worker, the first thing I would tell my parents is to talk to the teacher. I assume this is Kindergarten we are talking about- so see if the teacher is using any sort of behavioral management strategies such as sticker behavior charts for rewards for the youngsters or not. If not, maybe one can be implemented- its never to early to start. I might also google social stories, I use them all the time. Originally put in place for Autistic kids, I use them for all young kids now to curb any poor behaviors. They are simple to make, and allow the teacher and/or yourself to teach your child in a manner that he will understand. If he doesnt respond to these, then it may be time to speak with your schools social worker or other professionals about this behavior.
