Day Care Provider

I am a daycare provider and I have a child in my care that is 2yrs old he has been the most challenging child I have ever dealt with including my own 3.  He for one keeps his hands in his pants he pulls,pinches and arouses himself and after all of this he urinates all over himself and whatever he is sitting, standing or playing with.  His behavior is so out of control that I have given his Mother a two week notice to find other child care means.  The other children do not have a moment of peace when he is allowed to play with them.  He hits them with what ever he has in his hand as hard as he can...he uses his body to push the other children all the way down to the floor and after he has done so pushes their heads into the floor.  I am in constant fear for the other children but he also has a sweet side to him he is very loving when he wants to be always kissing and hugging but most of the time he acts like the devil.  I would like to be able to share some information with his mother maybe she could get him so help and I quess that leads me to the question could he be ADD/ADHD at his very young age because I know that this is not typical two year old behavior.
