Grandaughter won't use toilet anymore

My stepdaughter has a 2 and half year old daughter.She has always been from house to house,two grandfathers 3 grand mothers.She has never messed her pants since she was potty trained over 8 months ago.She came back from her other grandmothers after 3 weeks.We have had her for a week now and she keeps going to the bathroom in her pant's nothing is working we don't understand,she also screams when she has to brush her teeth and get her hair done.This was all things she did fine.Now it's all crazy,my husband keeps saying something has to be wrong I think it's because her other grandmother she was with let her start this,because she really does not do things proper she will not do her hair,she does not keep her clean her and the childs mother really just let her have free run,know sit down dinners or family thing's like the beach,zoo,camping ect.We do all this with her,but I'm going crazy because I don't know what is going on.I had her at Chucky Cheese the other day and she pooped her pant again I had to take her home clean her up and go back.I told her she has to use the bathroom or she will not be able to go place's.Because now I never know if she is going to poop when where out.Wetting her self is a problem but pooping is a mess when will are out in public.
