HYPER CHILD WHAT TO DO?

I have a   2 yrs. and 7 months old grandson, now he's far away from us, because together with her mother they are now in the province. Her parent was separated for almost 2 years.  Ever since his mother used to complained that his son is always hyper and do the following>
1.  He's moving the sofa, using the telephone and will pull out.
2.  He's throwing his toys or anything he will hold.  Opening the cabinet and get some thing etc. clothes, toys and he will give to us or throw.
3.  He cannot seat or stand in a quiet mood always running and walking and  playing.
4.  His mother send a message that in the province my grandson son throw something and broke the cabinet and his arms with wounds and have 2 long stiches.
His mother asked me for the second time he will bring his son to a child psychologist but I explained to him at his age these are the moods and actions they will see.

What is your advice, please help me what to do?

She should absolutely have him evaluated. The overactivity per se is not worrisome - it is the aggressive component that is more of a concern.
