Having problems Putting my 2yr old to sleep

Dr, I'm having trouble putting my 2yr old to sleep. he cryes and screams everytime. We don't know if this is trigger because we have a new baby in the house, and the baby sleeps in our room. Our oldest boy has been diagnosed with developmental delay, so he is currently receiving therapy at home twice a day, I work from home so I'm at home with both kids, He always wants to be with me, when I go up or down, he requires my attention, and if I don't pay attention to him, he will do something he knows I don't like, like spill the milk on the rug, or touch the courtains, etc... I think this is a jelousy thing from his brother because the baby is in our room. and he wants to be with me??? What should I do????
