Help For Autistic Boy

My nephew is 2-1/2 he does not speak more than two words. Makes no eyes contact, does not respond to his name, screams when he wants somethings.  Does NOT repeat words -  dog, cat, bird, up, down, out, again, etc.  How do I discuss this with his parents.  They believe he is a slow starter.  What bother's me most is the non-eye contact.  He stares into space.  If he sees your phone, he screams "phone" "phone" "phone".    He flaps his arms when happy and goes in circles.  Doesn't know names to his dogs.  He was born full term and seemed healthy.  How do I bring this up with his parents I believe he is autistic and needs help.  A few times I brought up his non verbal speech, they got offended.  HELP ME.  Is there a phone number to call.  BTW the boy sleeps alot.  He usually takes a 2-3 hours nap (which I believe is too long).

     Your school district is very interested in early intervention.  All his parents have to do is to call them and get him tested.   If he is autistic or even border-line - the sooner he gets help, the more normal life he can have.
     This link is a check list for a two year old child.  It will give you a sense of what is normal.
