it is quite normal for young children to explore their bodies, including their genitals. At three don't make a big issue of it. DOn't scold her or get upset. Best thing to do would be to ignore the actual behaviour, but distract her and get her doing something else.
For potty, may help to have a routine so that she has fixed times to go, other than just when she asks. Like 30 minutes after eating. best wishes.
