Holding it in

Please help, we are at our wits end. Our Son who is 7 keeps having accidents and soiling his pants.
We are not sure what is the best way to get him to stop and desperately need some help.
We do try and encourage him to go to the loo before we leave the house but he always says he doesn’t need to go,
even when I notice him clenching and walking funny and ask him if he needs to go, he insists he doesn’t need to go to the toilet and
then minutes later he has soiled his underpants.
How he is starting to hide his pants under his bed or he takes ages in the toilet and comes out with wet  pants because he has tried to wash them.
Any advice would be greatly appreciated.
