How do I control a 4 year old child who has major anger isues

I have a foster son who will turn 4 years old in 2 months. He is having anger issues because the state took him from his parents and he blames us for it. No matter how hard we try he shows anger toward us. We got our video camera out on several occasions and started to film him as soon as he sees the camera he quits crying and behaves himself untill we put the camera up. He stated he does not want other people to see how he acts with us. Any help you can give will be greatly appreciated.
