How to keep my 6yr old girl from molesting other children?

My niece has been living with me alittle more than 2 yrs.She was abandoned by her mother.Since she has been here she has got caught or been told on by other children either for inappropriate touching or simulation atleast 10 times.I am almost certain she was molested by someone who was suppost to love her and she will not say.The first few times I would speak with her and try to convey that this unacceptable behavior.Other times after she knew it was wrong the punishments would be more like taking privileges away systematically. Then it will stop for a while then it will happen again.She already has emotional problems which I am trying to walk a fine line not to make worse but still get my point across.I am at my wits end because I am fighting this fight almost solely on my own.Any suggestions would be greatly appreciated.

I think it is time to seek professional help. I would call your family doc for a referrel for a good child psychologist or psychiatrist. I think family counseling would be good too. It is wonderful to save a child as you have and it does sound like something happened to this poor girl. It is time to REALLY help her now. She needs it and this is a ticking time bomb. Good luck.
