Is this normal behavior

a three year old boy hit my 20 month old daughter in the face with a big toy while at a party.  Is this normal behavior for a three year old?

I agree with other post it is normal for a 2 yr old mine does it even tho he gets punished for it he still just dont care I am hoping he will grow out of it. It is only when he gets really mad tho, I have a 4 yr old also and he dont do that

Usually it is more like 2 year old behavior, but it does appear.  They do not think and just react from impulse.
