My 12 mos old, is she develeping right?

My 12 ms old won't crawl, she rolls around on the floor but does not want to bend her knees to crawl.
She can stand up at the table but does not attempt to bend her knees or walk side to side. I was toldto get a
MRI to see if she had fluid leaking in her brain or some kind of (Vertebre breakage) I'm not sure what disease
is called but it impairs the childs mobility for life? Or is it possible she could have Angelman Syndrome?

Your daughter should be evaluated by her pediatrician and then he/she will determine any necessary evaluations beyond that. Suffice it to say that her development is not proceeding as it should and this invites investigation. There's no point in trying to detrmine all the possible explanations for such delay. Put your energy into getting her evaluated asap.
