My 2 year old grandsons behavior has me worried

my grandson is a bright little blue eyed darling UNTIL: he is in public he throws fits like he is the only one there he throws himself around gets in the floor screams at the top of his lungs trying to reason with him or give him his way does not work 9 times out of ten we have to leave what it is were doing .when he is at home he is not happy more than 10 minutes he is either throwing a fit stiffing up his body and clinches his hands so tight he turns red.
or he will throw his self down real hard pull out his hair or bite himself. he has a little sister that he is always trying to hurt. he will hug her real tight til she screams or throws stuff at her. takes her bottle away or toy. he hits his mother he has hit me but not like he does her. when its just me and him he is not like that but as soon as she comes around its like he is different child.when he was only two months old his biological father tried to kill him and my daughter by setting the house on fire we were and still are afraid of leaving him with anyone.my daughter got pregnant again when he was 8 months old and lives with her daughters father. i have seen him be to harsh on my grandson to the point we have had some arguements i dont trust him one bit to be alone with him and neither does my daughter she will go somewhere and takes him but leaves the baby with her daddy. i dont know if she is afraid he will do something to him or he just wont watch him for a few minutes.he acts like he loves him but i question that, does he or does he pretend because he loves my daughter.im worried about him he wont hardly talk. he is so whiney/ he sleeps good. his eating habits are not the greatest. he has rather eat junk. he`s always thirsty. we cant get him to use the bathroom he goes outside and will do what he needs to. and he hates wearing clothes. he had rather be bear butted.
is that normal? this grandma is lost and dont know what to do
