Are you still at home with her now?? We trained our 21 month old girl in 4 days.  We put her straight into "big girl" panties and threw out diapers.  The first day every time she would start to go we ran into the bathroom.  If she finished on the toilet, gave tons of praise.  The first couple of days we probably had 30 accidents.  By the third day she was getting the hang of it and the fourth day she was telling us when she needed to go.  We also were told not to ask them if they have to go potty.  Just every fifteen minutes say, "let me know if you have to go pee-pee".  This gives them the control and helps with the self-confidence.
Maybe you can try this...let me know and I can elaborate more.
Good Luck!!

honestly, it sounds like she's just not ready yet. don't stress about it- she'll let you know when she's ready. i worked with toddlers in a daycare. it is actually uncommon for a child to be pottytrained before 24 months.
