My 8 year old has a history of problems falling asleep

Since she was an infant, my daughter has had trouble falling asleep.  As an infant, we put her to sleep while sleepy, but awake.  Naps were difficult and brief and at bedtime it always took her a long time to settle in.  Currently, she goes to bed at 8:30 and is allowed to read, write, or otherwise engage in quiet activity until 9 or 9:30.  She is usually still awake when I go to bed around 10 or 10:15.  She is very tired in the mornings and has difficulty waking up. We have a very consistent and relaxing bedtime routine -- shower, down time with her sister, some time with both her father and I, prayers, reading, lights out.

Is her sister older or younger than her? how does she sleep and are they in the same room, How is school is she doing well there no problems could make her feel anxious, allow enough time in the morning for her to wake up, children hate being rushed, and if she gets up a little earlier she may be tired earlier, what time does she go to bed at weekends. has she access to the PC and video games in the evnings as they can excite the mind.
