My seven year old won't stop picking

My seven year old won't stop picking sores and scabs on her face. She has had some kind of childhood acne or skin condition which occasionally causes something that looks like pimples. She has, for the last two years I guess, picked scabs she gets on her arms or legs from scratches, but now she seems to be compulsively picking and this weekend she has scabs all over her face from picking. I have asked if her face itched and she paused and said "sorta". I don't know how to help her. We are self employed and can't afford insurance, but, on paper, make too much money for the "Healthy Kids and Families" program here in California. So I haven't been able to take her to a doctor. But I don't know what to do either. She needs help, I am concerned that this is being caused by something psychological, but I can only begin to guess at what it could be and how changes could be made to help her.

In fact, her daughter's got face picking, but it can happen in other parts of the body too.
