Need Advice For My 14 Year old Son

My stepson is 14 years old. He has ADHD and was diagnoised with Mild Retardation about 1.5 years ago. We have the same routines everyday and have a stable living situation. My stepsons real Mom won't even take him or his other siblings, and she hasn't seen them in almost 2 years now. Anyways...my stepson is always stealing candy and sweets from our kitchen and hoarding it downstairs. And I always ask him if he is hungry but he says no. I tell him that if he is hungry all he has to do is just ask. And I know if he was that hungry he would steal food and not like kool aid sugar, ketchup packets , tarter sauce packets and etc. He is 14 and truthfully he acts like he is only 6 years old. Also, he steals just things that aren't his around the house. We have put him in the corner for like an hour and he just doesn't care. I mean you could tell him to stand in the corner for 8 hours a day and he wouldn't even care. We have spanked him and that doesn't bother him. We are just getting so frustrated with him. We talk to him and ask him if he understands and he always says yes. We tell him that if he don't understand to tell us and we will explain it better. We try and give him something to work towards and that doesn't work. I and my husband have both tried to spend time alone with him. We don't want to send him to our local mental hospital but we just can't get him to listen and do what he is suppose to do. I mean he will steal food from our 2 youngest toddlers and eat their food.(my husband and I have 2 kids together). Can someone give me some advice and tell me some options I could try? Thanks
