Not walking 14 months

My niece is 14 months and not walking. She crawls albeit jerkily. She gets around furniture but has trouble. She is very unsteady and has been lagging in each step of the way. Over 7 months before sitting up, etc. Her muscle control is very weak. Is there any testing we should be looking at?
