Since you've mentioned delays, check with your ped to make sure he feels that she is ready.
Take her to the store, have her pick out special underwear and tell her she can only wear them when she is ready to go to the potty all the time. once you start, don't go back. You have to stick with it. And she may poop on your floor a few times but she will get it.
Oh, and a huge incentive for my son was that he had to be trained to go to preschool. Remind her of that:)
