Preschool child threatening teacher and children

I work in a preschool. I have been working with one particular child for three months now. He has made threats to me, Has brought a lighter to school and said he was going to burn me, He has pulled the chair out from under me and said he wanted me to fall, he said he was going to cut me in two.
Lately he has said he wishes he had a gun to kill all the boys in the class.
I have discussed all these concerns with the administration but can not get help as his parent has not agreed to an evaluation.
I would like to know if there are instances of such threats being carried out and what to do.

Can you tell me what kind of reaction he gets when he acts like this?

Try active ignoring and calmly state that he sould not say words like this in class or at home. Looking at your post, most likely he gets plenty of negative attention. The fact that he does not carry out his threats shows that, most likely, he does it for attention.

Who knows - there may be something going on in his household - dad has a bad temper and says things he does not mean......Is he verbal enough to explain why he says those things? Try to track when he does it - it may be him trying to get out of doing something
Check with his parents whether they allow him to watch violent programmes on TV - he've learned about guns and that they kill......and his parents should be required to ensure that he does not bring dangerous items (like a lighter) to class. He should not have access to them to start with.
