Raspberry spitting

We have a 3 year old with Downs Syndrome in our Pre-K classroom who is almost constantly spitting raspberries and it's becoming a health issue with the other 9 students we have.  We have tried time out, picture cue cards, removing him from the situation, ignoring, scolding, etc., but nothing is working.  We are at our wits' end.  Can you give us any ideas that might work in getting him to stop?

Immediate time out is the right intervention. Talking about the behavior will go only so far. Repeated time out is the right intervention, and expect it to take some time because of his developmental disability.
