During
pubertyPuberty and adolescence, many boys experience a condition called gynecomastia, which refers to enlargement of the breasts/nipples. Generally this is a temporary phenomenon, strictly a response to pubescent development, and does not endure. It resolves itself without any specialized treatment. This does not seem to be the case with you, based on your description. Have you discussed your situation with your doctor? If not, please do so, for two reasons. First, it's important to assess the situation and determine if there is any underlying problem (e.g., hormonal) that might be contributing to it and could be treated. Second, it might be possible, if all else is normal, to have some surgical correction if you want to go in that direction.
