Sexual exploration with kids question...

My son turned 9 today, his friend (another boy) turns 6 in 2 days. Tonight his friend stayed the night, the boys went to bed earlier than normal with no TV on. I went into the room and thought the boys were lying too close together, so I quickly pulled the covers off of the kids to notice my son had his shorts kinda pulled down in the back and a little low in the front. I questioned the boys and moved the other boy to the living room on a cot. My son admitted that the other boy touched his penis and I do know when I pulled the blankets back, my sons penis was erect. The other boy said nothing happened and I left it at that with him since he is not my child. I am so upset and do not know how to handle this situation. I realize kids experiment, I did too and more than once and I grew up to be quite normal. I did have a talk with my son telling him his actions were unacceptable and that kind of behavior could land him in jail. A tasteless scare tactic that I now regret because my son is scared thinking he can go to jail but maybe scared enough for his own good? Or maybe damaging to his young mind? I hope not. PLEASE help me deal with this. What do I do next?

My hubby thinks I may be overreacting but I have good reason. I do not need and legal issues with my son. I never want this to happen again. I live in a tiny town and county. The other boys parents trust us and even told us tonight how their kids can stay nowhere in our town but here. I have a job with children and what if my son had legal issues over this, what if I lost my job because then people would wonder what I allow my kids to see and do.

More supervision ....if the child stays with you make sure they are not left alone, be in the same room and let them sleep seperatly.....other alternative is dont have him to stay .
