Speach delays mistaken for ADD or ADHD

My boyfriends son is 3 now but he still wont let us know when he has to use the bathroom and thus is still in dypers,He also wont let us know why he throws the tantroms that he does, He wont let us know why hes crying or why sometimes he just screams out for no reason at all. His speach is delayed and we havent yet found anyone that can tell us why this is, some words he can say clearly and then others he just sounds like hes talking "baby talk". If you have any ideas of what this might be please let me know.  For him being 3 and looking at others that are 3 you wouldnt even know he was 3 some think he 1-2 years. so please let me know if you have any ideas of what this might or could be. Thank you so mcuh.

From your brief description, there are indications that this little boy at the very least has some developmental problems. He may also display some emotional disturbance, and the best course of action would be to arrange an evaluation with either a pediatric mental health professional or a developmental pediatrician or psychologist. It's not unusual for children so young to be unable at times to verbalize why they might be upset - children of three are not really very introspective. However, it sounds like this boy may be developmentally behind where you'd expect him to be at his age.
