Stealing, lying and temper tantrums

I am at my wits end, my 15 year old daughter's bad behaviour is escalating almost daily. We have had money go missing (substantial amounts), items disappear (most recently my expensive Ipod) and now she is having the most awful tantrums. Last nights episode saw her smash the kettle and attempt to break the window at which point I had to restrain her.
I have discussed counselling with her and she is not willing to go simply stating 'You cant make me talk'.
Her school work is suffering and overall I just feel at the end of my tether and do not know what to do next.

Don't treat this any differently than you would if she were experiencing a medical crisis: you would take her immediately to the doctor. Do that now. She needs intensive intervention, such as a partial hospital program or perhaps an inpatient stay. Generally such services are authorized via the emergency room, but you can find out the procedure by calling the insurance company that covers your child.
