Why does she poop her pants at 11 yrs old

I have an 11 yr old step daughter who is/has been pooping her pants. The mother and father pretty much turn a blinded eye to it. Father just talks with her and doesnt push the fact that it's happening or how and why. Everytime the father and i try to talk to her she just giggles and doesn't pay attention. I've tried talking to her and explaining the unhealthy reason why we need to find out whats wrong and how to fix it. She poops all the time and everyday. She will sit in her poopy pants all day. Even sleeps that way. I have to wash and spray the couch where she sits everyday. Not including her bedding.And when i smell it i tell her father and he makes her shower. And until today i made him tell her it's time she cleans her own pants because im not doing it anymore. I've looked all over the internet on how and why. But it's almost like nothing matches her situation. Im at a loss on how to get action taken. Or to get her to talk about why. If it was my child i would have just taken her straight to the dr. But i dont know what to do. Any advice would help. Please

I would agree with Dana.  From personal experience I can tell you that there is a very good chance that she is being sodomized.  
I would take her to a doctor and have her looked at asap.  She needs you.  This is not her fault.

New, very Abnormal behavior related to bowel movements is very likely a sign of abuse occurring. I would take her aside, let her know you are a safe person to talk to, ask her about anything odd or unusual that may have happened to her recently, validate that she is not to blame if there has been something, you will protect her etc (and actually mean it). I also would take her to a therapist as she may feel more comfortable there. An 11 yr old girl does not start popping her pants and sitting in it unless there is some serious trauma occurring

Is it possible that she is constipated?  I had a similar experience with my son, and I thought maybe he just wasnt wiping good enough, but found out that he was very constipated and that there was leakage that he could not help.

I would have suggested encopresis,  but usually kids with encopresis are embarrassed and try to hide it.

In her case,  typically it's the result of this being the only way she can stick her thumb in her parent's eyes.

Why would she want to do that,  do you know?  If she's giggling through the discussions,  this is her only way to express anger at her parents,  and other adults who have power over her IMHO.
