baby born to drug using mother and father

I have a great nephew born in July 2008 who was three months premature, born to parents known to use drugs.  We are concerned because he has protruding eyes, large head, and seems to have difficulty breathing, sometimes making snorting noises.  My parents who are 84 years old let this nephew, the baby's dad live with them or he would not have anywhere to live.  This nephew, who is 21, doesn't hold a steady job, comes in at all hours, and acts like a fool most of the time.  His girlfriend, the baby's mother, is trashy, lazy and doesn't seem to care much for this baby.  My question is about the baby, do these characteristics seem to say that there are problems with this baby....did the drugs affect him?  These people do not ever tell the truth, so if you were to ask point blank, if there is medical problems, they wouldn't tell you anyway.  The baby also has a hernia in his genital area, according to them and will have to have surgery on this as his testicles have not come down yet.  Does this sound correct?  Please help as I am concerned for my parents, they love this little baby so much and if something happens to him, it will hurt them terribly.

Unfortunately it does sound to me like this poor little boy has issues due to whatever this mother did during pregnancy. The pediatrition should pick up on these physical traits. and his developement needs to be closely monitored and logged.
