behavior of starving 8Year old&12 month children

I am certain these children are being starved . I just want a little more info before i go and make a referal . the baby has no mucle tone he cries constantly both are very very skinny and when presented with food (no matter what it is they eat it like its the last thing on earth just today my son gave his food to the dog and the eight year old nieghbor pushed and hit our dog til he stopped eating it took it from the dog and ate it . one time i told my son we were going to eat and th 8yo asked if she could go i told her not this time cause there wasnt room she started saying things like ill just eat a little and begging to eat with us (this was the first time i had met her).the parent say the 12 month old dosent need solid food and only feed him soy milk it makes me sick to look at this baby cause he truly looks sick . the list goes on and on my question is do these seem like normal behavior or should i indeed call asap

I believe I have answered you a few days ago and I said you should immediatly contact the child Protection agencies,you can do it anonymously, you asked me then about a 12 month old, I agree with you that these children require some help. ASAP

Don't wait another minute! Get these children some HELP ASAP!! If the parents cannot afford food, maybe they can get on food stamps or something. The 12 mo old baby NEEDS to be eating foods AND drinking milk!!! If you do not want to call in on your neighbor, PM me and I will do it!
