behaviour management strategies

My nearly 3yr old son is driving us up the wall.  He is trying out all his boundaries I know but we are finding it hard to find a strategy that works.  He doesn't listen when doing something wrong e.g. jumping on top of lounge, runs off when out, talks back, tells us no all the time when we ask him to do something.  We put him in time out in his room on a chair but once he comes out, he lasts about 5-10 mins and starts this behaving again.  We have tried the no TV when hes been naughty etc but still have the problem.  I really need this sorted as we have another baby coming in July and my husband works away alot and it makes it really hard for me and I dont think I will cope with two if he continues with this behaviour.  PLease Help.

If he runs off whilst you are out you use a child tether on him, around his wrist he wont like it and may get the idea. Do the time outs and make him stay there a while not just a few Minutes as that isnt a punishment, however I am not clear what he is doing in the house that requires this, yes jumping on a sofa is bad as he may hurt himself, but if he is simply running round and being exhuberant thats his age and I doubt if you will curb that. Make sure he has plenty of outside exercise , and walks get Dad involved with Ball games, he could be bored, just hanging out and not doing much, tap into that energy get him busy.
