child behavior

My adopted 9 yr old daughter (has 4 siblings also), is a terror.  She steals anything that is not nailed down from anyone in the house; steals food, tears up paper, wallpaper, books, etc.; screams when she gets a consequence.  I've had to put an alarm on her door to keep her from roaming the house and doing God knows what.  Consequences, privlege removal, rewards for good behavior, nothing works.  She cannot be trusted out of our sight.  What do I do?  Also, a very convincing liar.  What do I do.  Mom x 10

Ah - the song says "all you need is love" but unfortunately, that is sometimes not enough.  I think Tinkerbell1124 has the correct idea - start with a child psychiatrist (you may require a referral by the family physician or pediatrician depending upon where you live).  It is possible that your daughter is dealing with serious mental health issues.  Please don't procrastinate .....

I would ask WHY she is doing what or whom is upsetting her .
