four year old gone mad

How can I help my grandaughter stop being so out of control, telling her dad or whoever she hates them, I'm going to hit you, or even hurting herself.She has hit here mom mom in the face 2times now.

What did the mom do when the little girl hit her? She has to be told that it is not right to hit and put in time out so she understands it's wrong and not to do it. Where is she picking up "I hate you" and hitting from - that is probably the bigger problem.
