has my newphew been sexually abused or perhaps gay

My 11year old son asked his 9year old cousin to help him carry some things to our house. The cousin responded to my son saying " I will if you let me rub butt and your balls"  my son just ran to the house and told his older sister and they told me when I came home.  My nephew doesn't come here often he lives with his mom 7 hrs from here. I don't really know how or what to do but I know I have to do something.  Please help!

You need to tell his mom.  That is a clear sign that someone is doing that to him.  Not definite, but red alert for seeing who he is left alone with... or hearing it from older siblings...?   9 years old is too young to say that stuff, isn't it?!

I agree with aleasa, speak to his mom the mom should check out where he would have learned this behavior ,who he is alone with.. all avenues , babysitters, family, .I doubt if it just popped into his head ....

I don't know that this is an abusive situation with the nephew,  but clearly he is acting out sexually with peers.  Boys who are unsupervised all the time do this,  it's boys.  So is he left for long periods of time (like,  he gets home from school at 3,  his parents get home at 6) and he can predict being unsupervised for several hours?

This doesn't sound like abuse to me.  This sounds like a child who is frequently unwatched.
