help with 4yr old

my 4yr old daughter talks all the time. Not many people can understand her. Recently when she gets excited or frustrated she stutters. Also when I tell her no she bites herself (or hits, pulls hair, etc.) I wake up in the morning and she will have trashed her room. She tells me she hates me and lies all the time. She's going to be a big sister soon and i want her to help and not be so exhausting.
