Perhaps your son shouldnt have a dog yet he is too young and maybe he needs more supervision when he is with the dog it is not good to allow the abuse of a helpless animal,so be in the room and not let him alone with the dog or give the dog to someone else.

Your post appears to have more than one concern.  You are concerned that he is hurting the dog, he is hyper, misbehaviours, wakes early, talks to himself when awake and asleep.  I don't think you can expect him to understand the dog attaching itself to him - he will just find that funny at his age.
When he is talking to himself what is he saying.  Is he repeating something he has seen on a TV show or from a film he has watched?
Is he playing with children his own age, or does he have difficulties with this?
Does he have a general difficulty understanding emotions in himself or others or predicting outcomes?

Kids do go through funny phases, it may not be something to worry about.  He doesn't realise that he mustn't touch the dogs private parts, and doesn't realise that he mustn't hit the dog, so perhaps you need to supervise him more with the puppy.  Have a look here for a few more funny behaviours that are normal in small children:  http://my.bounty.com/Forums/TreeLeaves.asp?btythdid=1833816&btySubid=146
