implusive

My son will be eight in one month. I feel he has some social issues in unstructred settings( Parks, playdates, etc. He is very inmature for his age. JK acts silly  and talks baby talk around his friends. He has trouble  reading social cues. Jk thinks they are playing with him but the other kids are actually laughing and running away from him and calling him annoying .  He blurt out  and  call them dork and loser for know reason and thinks he is begining funny.  Jk doesn't know personal boundries and will touch and hug another child I feel this is ver implusive .  The other kids his age are maturing around him and I don't want him to grow up alone.  I am a frustrated mom and need some advice

When is his birthday?  I assume he is in third grade?  What does his present teacher say about his actions, and maybe more importantly - what did last years teacher say.
How are his grades?   Does he have any older or younger siblings?
The baby talk is a bit unusual.  Does he have grandparents or anyone around that talks this way to him?
I can understand your frustration.  Hopefully, if you can answer some of these questions, we can be of help.
