involuntary movement of hands & mouth of 3 yr old

My 3 yr old granddaughter sometimes will move her fingers on both hands back & forth in alternating pattern, and her mouth will be open and contort slightly when she gets excited or when observing that excites her.  Examples might be watch something on TV, watching her toy boat float down a stream of water.  It seems to happen when she is concentrating hard and/or focusing intently on a subject.  She is otherwise a very smart, bright, and happy child.
should we be concerned or have her evaluated by her pediatrian and/or specialist?
