my 3and half year old son

first of all i had an emergency c-section before i had him. we noticed that at 9 months he couldnt wear his brothers shoes as he feet will not touch the floor cos he was always on tippy toes. Currently still on tippy toes but has special shoes on, he has no speech , only bables, limited understanding, doesnt point much but will draw you to the kitchen when he is hungry. eats only marshes food , doesnt like to swallow, puts toys in his mouth, . pls what do u think and how can you help. i am worried about his inability to eat a sandwich, toast and  it is a nightmare taking him out
