my 4 and 10 months boy doesnt do his school tasks

my sweet little boy says i love you to me everytime we were resting of whenever he sees me like tired of doing households,he's sweet in that way but,he cant control his excitement,whenever his playing with other kids,he hurts them unintentionally,he never hits his little sister but he's always bullying her until she makes her cry,at school,he doesnt do his school tasks,even he knows he will by punished by not doing these.he also has a speech delay,sometimes i cant help my self to spank him just to control him but makes me really guilty all throughout the day,i will hug him after and teeling him the reasons why i had to spank him,he would say "i dont love you",i dont know what to do please help!
