Does she communicate well in other ways?  Like,  if you said would you like a cookie,  would it be obvious that she understood you?  If you say "where's Daddy" does she look at Daddy?  "where's your nose?"  etc,   that shows she hears well and understands what you are saying?

She's still a bit young to be worried. I don't think you can really know whether there is a problem until the child is 3. She could have a speech delay. If that's the case she should a speech therapist.

I believe it is time to be concerned.  Rockrose asks an important question--------  if she is getting something across to you in some way-------- she is understanding.  If she can also do something you ask her (hold your cup)------ then she is understanding language spoken to her.  These are key to communication and speech.  Speech is made up of three parts---------  expressive (her ability to communicate with you), receptive (your ability to communicate with her) and articulation (her ability to say the words).  All three must be working in order for effective speech and communication.

I would definately address this with your pediatrician and work on some referrels to a hearing specialist to make sure she is hearing and a speech pathologist to evaluate speech.  They start speech therapy as early as tiny infants.  Sounds crazy because they aren't suppose to be talking yet but speech is much more than just saying words.  The mouth muscles for example must be strong.  Feeding issues with infants are often handled by speech pathologists.

I'm a huge huge believer in early intervention to get a child on track.  And if nothing is wrong at all, then an expert helps you come to that determination.  If there IS something wrong, you can start working on it.  So talk to your pediatrician.  good luck

hiiiiiiiiii............ first i want to thank you for your response.
she can definitely listen to whatever we say, for example when we ask her to stop doing something she does stop that immediately. Also, when we play with her uttering some words, she repeats those words.
But, my daughter is not communicating in other ways . like if i ask her whether she wants water etc or  even when i ask while pointing out towards water, she doesn't response. most of the times she ignores what ever we say. it is tough task making her understand something. When she cries, she does not even point out at anything or say anything. It becomes difficult to understand what she wants.
