my three year daughter is showing strange sexual behavior

My three year old daughter just won't stop masturbating. I recently walked into her room at night and she was laying ther ewith her panties around her ankles with both of her hands in masturbating postion. She was asleep when I found her this way. Also, a few weeks ago I was visiting a friend of mine who has a three year old boy. While my friend and I were in the living room, the children came out without their pants on. We didn't know why and thought they were just going potty. Later that evening after I had left, my friend's son just came out to her and said he had licked my daughter's butt and she licked his! This behavior is extremely alarming and. I don't know what to do. Please help me?!

my lil boy has done some of the same things and that was what he said they both did it to each other but don't no why or where he got it.i don't no why this happened but it happened more than onec with diffrent lil kids?what info did you get on this type of stuff?could it be him acting out?or what
